- Customize Quick Access For Excel Compare And Merge Workbooks Greyed Out
On the Quick Access Toolbar, click Compare and Merge Workbooks. If prompted, save the workbook. In the Select Files to Merge into Current Workbook dialog box, click the copy of the workbook that contains the changes you want to merge. To merge multiple copies at the same time, hold down Ctrl or Shift and click the file names, then click OK. Click the “Quick Access Toolbar” link on the left side of the window, then pull down the “Choose commands from” menu at the top and select “All Commands.” Scroll to “Compare and Merge Workbooks,” double-click it so it appears on the right side column, then click the “OK” button to add it to the toolbar.
Jun 12, 2019 Customize Quick Access Toolbar for the current workbook only. By default, the Quick Access Toolbar in Excel is customized for all workbooks. If you'd like to make certain customizations for the active workbook only, select the current saved workbook from the Customize Quick Access Toolbar drop-down list, and then add the commands you want. Compare and Merge runs in an Excel Task Pane and interacts with the current Excel workbook allowing you to select ranges, tables, and lists and instantly compare them and analyze the results. The results can be merged using the Task Pane where the Add-in provides an intuitive way to view and merge the differences cell-by-cell.

In Excel 2013 Inquire was available only under certain licenses, such as Pro Plus. I recall reading that MSFT's Office team was supposed to straighten out their convoluted licensing system beginning w/ Office 2016, & IIRC Inquire s/b more widely available.
If Inquire isn't listed under any of the Add-In options, next thing I would check would be Options > Customize Ribbon, to see whether the Inquire tab is hidden by default & simply needs to be enabled, as w/ the Developer tab.
I did look there and added a command called Compare and Merge Workbooks but it's permanently greyed out. I loaded in two spreadsheets obviously, if I was going to compare things. I have the Pro Plus edition. I copied what I think is the relevant addin plus what I guess are its dependent files from another computer to this one but no dice.

As an avid fan of the Inquire tab (PROOF) this greatly upsets me since I just upgraded to 2016. I posted over on MSDN, if I hear something back I'll update.
